The 970 performs well at 1080p most of the time, but it has issues beyond that. That's why I switched to a 1070.

I wouldn't consider it high-end hardware anymore. And which games are we discussing? Things like resolution and settings—it's quite different.

The GTX 970 performs similarly to the GTX 1060 in terms of speed. It also has difficulty achieving 60 frames per second on most recent games at full resolution when using the highest settings. Essentially, the results you see are typical for that hardware.
