I'm experiencing fluctuating performance in GTA V despite running at maximum settings. I've enabled ultra, turned on 2x MSAA, and used a Titan X Pascal with high-end components. Temperatures stay within normal range, but I haven't overclocked and still see FPS hovering around 140-150, occasionally dropping to 33 which feels too low.

Currently maintaining a steady 100 fps is uncommon, but it usually holds up most of the time.
