I adjust the game settings as recommended. I maintain a steady frame rate around 30-40 fps, but in crowded zones like college square or Lexington I drop to the low 20s sometimes reaching just 15. Other systems with similar configurations run smoothly in these areas. The INI files occasionally revert to read-only mode even after disabling it. Games such as Witcher 3 and modded Skyrim perform consistently across the board. I've tried running Fo4 in borderless windowed mode, which slightly boosted my FPS—someone on Steam suggested this. Any advice would be greatly appreciated!

Consider disabling V-sync. It improved my game performance and the settings are similar to yours except for the resolution.

Some say frames per second over 60 break the rules in any Bethsoft title. I'm going to give it a shot and let you know what happens!
