My brother's setup includes several high-performance parts: a Gigabyte GA-B250M-D3H motherboard, an i7-6700 processor, 24GB of RAM split into two 4GB modules plus an additional 16GB, the MSI RTX2070 graphics card, two 3TB Toshiba P300 drives with one 1TB Seagate Barracuda and a 128GB Adata SSD, a Be Quiet Pure Power 10 400W power supply, a freshly installed Windows 10 Pro OS, and a 1080p monitor connected via DisplayPort. He's experiencing inconsistent frame rates in several games—often around 35-40 FPS regardless of graphical settings, while the highest setting yields no more than 250 FPS in Rocket League. The CPU usage stays consistently between 40-60%, and GPU usage never exceeds 30%, even at maximum settings. This suggests the power supply might not be delivering enough energy for the system under load. I suspect the voltage regulation is insufficient, possibly due to the low 0.85V output from the CPU under stress. Running a stress test in AIDA64 could raise the CPU frequency to 3.7GHz, but temperatures remain stable at around 36°C. I’m considering switching to a different PSU to see if that resolves the issue. Lower the GPU power setting to half. Or use Ubuntu on a USB drive and install Steam instead of Windows. This setup won’t consume more than 300W when under load, making the PSU work fine unless there are power issues. Why choose a 2070 with a 1080p monitor at 60Hz?

Lower the GPU power setting to half. Or use Ubuntu on a USB drive and install Steam instead of Windows. This setup won’t consume more than 300W when under load, making the PSU work fine unless there are power issues. Why choose a 2070 with a 1080p monitor at 60Hz?

I'll handle it later since I'm not at home right now. Yesterday I lowered the GPU to 70% power, the CPU got a bit more voltage (0.9 to 0.92V), but FPS stayed the same. 2070 was his plan to make it future-proof, possibly switching to a Ryzen and upgrading to 1440p.

Activate top speed in Windows Power Plan and turn off C-states in BIOS. Extract the 16GB drive and launch only the 2x4 drive.

Make sure you're connected to the GPU and confirm if the previous driver was cleared with DDU before installing the new one.

DDU was chosen before RX580, and I’m connected to the GPU. Temperatures are within normal range, though I think there might be an issue since it’s 36-38°C under GTA V ultra—it feels unusual.

I will turn them off. The Windows power plan is configured for High Performance, but I haven’t adjusted the c-states yet.
