It’s not a bad idea. It is the only game he is having problems with. Therefore, letting GeForce Experience try to resolve it is a logical step. If it does not help, then it does not help. Move on to the next thing to try… I have read up on this game and, to make a long story short, the game does not tax higher end CPUs and GPUs. Consequently, the utilization is correct; you just need to find the setting that keeps the FPS steady. Have you tried locking the framerate to your monitor’s refresh rate? For example, 60Hz refresh rate locked at 60FPS?

Geforce Experience will not 'settle things' down. It's not some kind of on the fly, adaptive software/tech that adjusts. It just optimises with a click. When it does, it can often slow FPS. This is a known issue. Google it.
The point being, it's always best to set GPU settings from the Nvidia/AMD control panel, and/or through the in game settings. That way, you control exactly what's going on, rather than some 1-click optimisation software, that's renowned for being a turkey!

Regarding the matter in question. To the original poster. You have not specified your storage type – SSD or HDD? Also, detail your usage patterns; this factor can influence performance. Full storage or consistent utilization of either drive may also affect results.
