It seems we might be using the same drivers. I looked through the newest ones, but unfortunately there’s nothing about resolving the low FPS issue in fullscreen borderless.

Consider using another driver version. Turn off V-Sync if it's active. Verify your monitors' refresh rate settings in Windows—ensure it isn't set to a different value than the native rate. I experienced a problem where the refresh rate changed from 60Hz to 30Hz on my main monitor, affecting only the desktop and non-fullscreen games. Edited December 6, 2016 by iiMaagic missed an 'and'

I also rely on a G-Sync display and consistently turn off V-Sync during gameplay. Occasionally it attempts to reactivate after a driver change.
