League of Legends often runs at 130fps and can spike occasionally. It's not unusual for the game to use a significant portion of your system's power even when you're only using less than half. Your hardware setup includes a high-end GPU, solid RAM, and a decent monitor, which helps maintain performance despite the settings.
Did you adjust the frame rate cap to 240? Ensure it isn't active in DX9 too. Reinstalling the drivers after DDU might also assist.
I've restarted the drivers and the game. FPS remains at unlimited Dx9, which isn't working.
