Greetings! I’ve experienced persistent issues with my computer, including low frame rates and stuttering, for an extended period.

I’ve systematically replaced all components to pinpoint the source of these problems, but they continue to occur.

My System Specifications:
EVGA 2080Ti
ASUS z390-A PRIME
G.SKILL TridentZ 16GB 3200
465GB Samsung SSD 970 EVO Plus 500GB
I9-9900k

I’ve conducted several Windows 10 reinstalls.
I've optimized Windows 10 (refer to: https://www.youtube.com/watch?v=wkJBDEDDS5o&t=1777s)
I’ve removed unnecessary software from Windows 10.
I utilized Display Driver Uninstaller (DDU) to remove and reinstall my GPU drivers.
XMP was enabled in the BIOS.
Temperatures are within acceptable ranges.

I've exhausted all available troubleshooting methods, even sending my original 2080ti back to EVGA for a replacement, which I received yesterday only to discover it wasn’t the graphics card’s fault.

For instance, when playing Modern Warfare, I encounter performance bottlenecks, particularly on the Safehouse map. Despite configuring all graphical settings to their lowest levels, my frame rates consistently hover between 160-70 with minimums of 80-90.

This individual has the same CPU and GPU and achieves over 300 frames in the identical maps and using similar configurations (refer to: https://www.youtube.com/watch?v=dw52RIIAyHU&t=82s).

My Windows is in the SSD (465GB Samsung SSD 970 EVO Plus), and my games are in my HDD (1tb WD) (I tried the game in my SSD, there's no improvement whatsoever)

I would have still kept the games on your SSD. Its not helping you if your applications are on a different storage device than your operating system. What is the average frames per second with graphics set to high? Is it stuttering? Are you playing it in 4K?

I believe you'll need to activate vertical synchronization within the game itself for it to operate effectively, just as enhanced sync does. Additionally, verifying your hard drive’s last defrag time is recommended: simply right-click on your primary storage drive, select ‘tools’, and then click ‘optimize’. While scheduling this process is possible, I don't find it reliable. Background applications could be causing performance bottlenecks, so please inspect each one using your task manager.
