You have one 15W PoE cable feeding a single 15W phone. You want an adapter that splits it into two, delivering each phone 15 watts. It sounds like you'd need an active splitter to handle the power distribution.
It’s not worth the effort to choose a POE switch when they’re already quite sufficient.
I purchased one unit but it didn’t function properly. I figured it was splitting the 15 watts between both ports, giving each phone only 7.5 watts and preventing them from turning on fully. I’m searching for an active PoE switch, though they seem to only offer standard PoE options where both ports are 802.1p—what does that even mean?

I've tried this before for a similar scenario. The requirement is for PoE+ or PoE++ since the switches need power and the connected devices also rely on it.
