Our sisters seem quite similar; she's broken many computers, making it pretty amusing. The only thing that sets her apart is her age—26—and she keeps going. I believe any Linux would work well since it’s much easier to install and many features function properly. Plus, it’s basically Ubuntu, which should make things feel more comfortable.
Consider Debian or Gentoo as a solid starting point. Alternatively, try LFS (Linux from Scratch) and customize it extensively to blend in seamlessly.
Perhaps CrunchBang Linux works well for you. It’s a minimal distro (using OpenBoxes) and performs nicely. It’s based on Debian as well. Just remind her that she can access the web quickly with the shortcut key. I’m confident you can keep many settings hidden. Avoid completely blocking everything—she should have chances to explore Linux.
I was just thinking about something... How long do you think you can keep it going? She’ll probably cry to your mom, who’ll then push you to reinstall Windows. Think about it!
