They're managing 1200 clients, but it's not handling everything on one server. You'll need a cluster setup. It's also going to cost a lot—likely over 100K in licensing alone.

Consider using a 32-64 core Threadripper or a solid Epyc processor. I’m not sure of the exact details, but they’re likely more affordable while still offering great performance. If you require RAM, opt for the Epyc option.

they plan to run my server as an application similar to a cloud service, like using GeForce now. only the application will operate, not games. If you're referring to a software license, I own the software myself.

I don’t understand the CPU and RAM details, but yes I need VMs for each user. I already got my personal RDP software, which works on Windows 1000$, but I’m planning to invest around $4000 in the whole system.

With 1000 VMs, aim for up to 2 CPUs per core, meaning around 500 cores. Storage-wise, after deduplication and compression, each VM would require about 16GB. You'll need SSDs for this setup. We'd probably need a rack of 10+ 64-core AMD EPIC servers. This should cost over $1 million just for the hardware. For software, Windows Server might be around 17k if you're okay with standard settings, or about 170k for a data center. Add in costs, and your budget seems quite tight for what you need.
