Set up Steam on your new laptop.
Use Steam to install the game on your new laptop.
Open the game via Steam.
Avoid trying to copy files manually; it rarely succeeds.

It seems the steam setup on your new laptop might not be detected by the game folder, so you should reinstall it as usual.

first, install Steam normally on your new device, then create a library folder, copy the game folder over, and finally click "install on the game" to verify and play. Keep in mind that not everyone has gigabit internet, so installing at 1mb/s might not be feasible—just stop playing if you can't get it to work.

I've experienced inconsistent detection when using steam to identify files after copying them from ...steam/steamapps/common between devices. It often functions but isn't reliable every time. A method that consistently helps, though it takes longer for large collections, is utilizing the backup and restore features for each game separately. If you can still access the original Steam installation and have a portable HDD or network share, consider backing up the game in Steam and then restoring it to your new laptop.

For you maybe. For me it has never failed. There's procedure, just like with Origin where it works too. But still it works. It may need "downloading" where Steam verify's files. Or verifying them afterwards. But it has never failed.

It can retain the original root it was placed on, though it may not be perfectly aligned. Performing a file backup and restoring it from the backup is ideal, as it excludes internet dependency during installation and uses USB 3.0, which tends to be quicker than typical connections.

Store the files on a removable device such as a USB drive or external hard disk, remove the device carefully, and connect it to your laptop. Launch Steam, navigate to the top-right corner, and select <Back Up and Restore>. Locate the saved file, then allow the process to finish. This method works well for me, though I haven’t seen it transfer the saved data before.

If Cloud Save is available and permitted by the title, that would be sufficient. Otherwise, sticking with local backup methods seems safest.
