With the system I’m using, I manage to get between 20 to 48 frames per second while playing The Last of Us Part I. The graphics are acceptable, though I’m concerned about the CPU temperature being too high. You said it’s not that hot, though. If I play a more demanding game like The Last of Us, the CPU temperature could increase significantly, so a good cooler might be necessary. What do you think?

The cooler I currently have is quite basic. However, if I need to replace this CPU, I believe it would be more effective to purchase a new CPU fan.

I would do it now. Two reasons you’ll know your current situation and whether the temperatures are high right now or not after upgrading to the i7 3770. It also provides a reference point if the CPU cooler isn’t positioned correctly post-upgrade and temperatures continue to rise without improvement.

I'm not sure about the restrictions on performance with a non-K series CPU. I received an i7-3770K that can be overclocked quite well. I'm unsure if it was set at a low 4.0 or 4.1GHz all-core with a Vcore of 1.25V, but some users managed to push it up to 4.7GHz using a Golden Sample and higher voltages.
You might need a more powerful cooler, but increasing the overclock on a K-series chip should improve gaming experience. You could potentially get a 3770K to run smoothly at 4.5GHz all-core, which is significantly higher than the base frequency and turbo of a non-K 3770.
The 3770K's T-junction reaches around 105°C, which is typical for overclocked processors, but don't worry if it starts throttling. Just adjust the voltage or multiplier accordingly.
Overclocking requires skill, and too much voltage can damage the CPU. I've successfully overclocked i7-4770Ks and even a G3258 dual-core Pentium at 4.2GHz.
Just be prepared for the CPU to get hot and enjoy the extra speed.

Sorry, I should have paid closer attention to your board's specifications.
It seems you're dealing with a BCLK overclock that's only slightly above average. A minor tweak in the BIOS might bring a noticeable boost if you explore the M.I.T settings and adjust the multiplier. You won't be able to push the multiplier beyond the Turbo limit, but you could enable all four cores at Turbo instead of just two.
For reference, some older models with supposedly "non-overclockable" Intel chipsets came with a special BIOS that permitted unofficial overclocking.
Manufacturers generally disapproved of companies supporting unofficial overclocking on standard chipsets and updating the BIOS, as it often removed that capability.
I own a BIOS-compatible Biostar H81MHV3 motherboard running BIOS 4.6.5, which let me push an LGA1150 Pentium G3258 into the mid-4GHz range. The base clock for the G3258 is just 3.2GHz, but I managed to hit 4.2GHz (with an x42 multiplier) for years before replacing the CPU with an i7-4770K.

unfortunately, the last of us part I is a game that puts a lot of strain on your processor and graphics card. it doesn’t perform well on older quad-core CPUs, although HT helps a bit but not significantly. even newer models like the i3 10100, which is also a 4-core/8-thread CPU with faster single-core speed than the 3770, still face issues. it usually struggles to maintain more than 50 FPS on average, even with a high-end graphics card. your graphics card is also a limitation because it lacks sufficient power and VRAM for this title. i believe upgrading the CPU won’t really help if this game is your main priority. part II is a more optimized version and should run better, even on older systems.
