Are you using Gsync? Theres a thread currently ongoing where someone fixed a tear-ey/stuttery issue by changing to using Vsync instead of Gsync

It could seem like a simple question, but have you considered giving Minecraft more memory? You can adjust the settings to allocate half of your available RAM, which seems to be the recommendation they provide. Minecraft uses a lot of RAM.

Haha yeah i tried that i umm sold the pc i am a great guy building a new one lol i'll mark it as solved
