He can achieve significantly improved performance simply by using a clean system with no background applications, essentially a stripped-down Windows setup. That's why you don't really compare to other PCs online—they all have different configurations, even when using the same hardware.

The setup is less optimal, but the GPU can manage the CPU load. The 16GB RAM and 2400MHz CPU are sufficient, along with a solid motherboard.

Have you considered undoing the OC (save the 4.6Ghz profile first in Bios) before checking STOCK performance? It might also help to remove NVidia drivers, then use DDU (Display driver uninstaller) to clear unnecessary traces. Restart and reinstall the GPU drivers. The twist here is still no idea what other software runs alongside his game—does he play Warzone while using Discord or YouTube? This could definitely play a role. Background Windows updates can lead to such issues on older systems because they consume significant CPU resources during updates or data archiving. The same applies to default apps; background tasks for those checking home can cause interruptions. Even faulty updates might have triggered this problem. Fortunately, you can temporarily pause Windows updates while playing, just like using the Ethernet menu in Settings and setting METERED to reduce background activity.

airflow setup, case, fans, etc., don't match the online videos. They run just enough background tasks to get maximum frames. They aren't realistic for everyday use.
