I've fixed the problem. Thank you all for your help. The main issue was placing my GPU in PCI slot 2 instead of 1 due to space constraints from my Noctua CPU cooler. I moved it to slot 3. My performance improved significantly—frame rate nearly doubled, though I might have missed a few frames. I discovered this while checking my BIOS settings on a x99-pro motherboard. Here are my updated benchmark results: Firestrike score 16198, Heaven score 2318, Min FPS 20.9, Max FPS 192.2, Ultra og Extreme 1920x1080 MXAAx8.
