For a better match, try matching settings in the same video. I believe I can almost identify the issue. It seems challenging to determine, but the frame rate remains extremely high. Do you use several monitors?

I don’t have multiple screens. The smooth video comes from my previous computer, which I gave away since it started lagging, while my current setup has been stuttering from the start.

I can't display content from a non-stuttering recording since it's from roughly three months prior. From the initial system I created as per your request, no web browser is open.

Do you have any restrictions on frame rate or v-sync enabled? I've experienced performance issues with Java Minecraft even when using tools like Optifine, especially at very high FPS. Typically I cap the frame rate at around 120 to maintain stability.

You've just completed the task, but I'm still puzzled. What you were expecting was something like flying on an elytra while experiencing a low frame rate on your new machine. That sounds frustrating.
