I've got an AMD Ryzen 9 3900X with 12 cores running at 3.79 GHz, a RTX 2070 installed, and I'm testing everything from 1920x1200. My frame rates are around 140 FPS in-game and 200 in cutscenes and menus.

It might also be related to the game not being optimized for high resolutions, even though it looks fine without DX12. Keep tweaking settings gradually and see what works best.

I recall switching off DX12 and allowing GeForce Experience to fine-tune the settings, which improved my frame rates.
