I've been working through all the issues today and found that the GPU is stuck at 135 MHz. Increasing k boost in Precision OC would raise it to around 1400 MHz, but once I run any demanding program, it drops back to about 200 MHz.

It looks like you previously adjusted the settings for stability, then reset everything to default. It worked for you, but it might not be the right approach if your system is more sensitive.

I also installed Afterburner to check if I could manually adjust the timing, but it didn’t seem to help. It might be a mechanical problem.

Perfcap issue was due to power, I'm curious if changing the PCIe slot would help. Testing this tonight.
