You purchased your 960 from somewhere quite a bit higher than what you expected, especially after the GPU market crashed. Make sure it's truly a 960 before proceeding—check temperatures and other metrics. Tools like GPU-Z can reveal performance bottlenecks, helping you pinpoint why it's underperforming. According to your overall system data from userbenchmark, your card is delivering less than a quarter of what it should for a 960.

Get the newest game drivers by downloading this tool. The software includes impressive optimization tools, and you’ll need to set up an NVIDIA account or log in through another service.

No, it doesn't need to be the driver specifically for Skyrim.

Install the newest game driver version. If that doesn't work, consider removing the GPU and all drivers from your system before reinstalling. Do you have any images of your setup? It might help identify any issues.

I received the output from the tool, but I don’t understand its meaning. I’ll wait a moment to gather some images of my system.

It doesn't seem to be anything unusual, everything looks okay. Are you wondering about the Windows power plan configuration? Performance might drop if it isn't optimized for high performance. Don't forget to review PCIe power settings. There could also be some BIOS adjustments involved. Have you attempted resetting the CMOS?

Updated the newest driver, performed a BIOS reset (automatically during startup) and attempted to uninstall and reinstall everything. Also adjusted the power plan, but issues persist.

There's also a scratch on the MOBO, not sure if that affects it at all
