Your Minecraft is running smoothly at 60fps on your R9 5900X and RX6800M despite the lower refresh rate on your laptop. The issue might be related to how the game handles GPU settings or driver conflicts. Try checking the graphics profile in Java settings, ensuring no conflicting drivers are active, and consider updating your graphics drivers.

Do you really understand OptiFine? Also, pressing F3 causes your frame rate to drop.

I'm using it, but I'm not pressing F3. The frame rate is enabled in the settings.

Thanks for the attempt. It's odd that it only uses up to 20% of resources even when the screen is full.

It isn't available because the device is brand new and nobody owns it, so I don’t know how to open it or what others have tried.

I’ve confirmed it. The previous Radeon software allowed you to pick the GPU you wanted, but that feature is no longer available now.
