Render distance came out to 32. Running the game with that setting on a weaker build still gives around 100 consistent FPS in singleplayer. Dropping it to 16 without Optifine lowered it to about 150, but not much better. CPU usage for Core 10 remains extremely high. In multiplayer, even with capped render distance, his FPS stays low—400+ versus 30–90 for mine.

You're talking about Java's Garbage Collection. I can't explain all its details since I'm still learning Java, but I can give you a general idea on how to handle it. Essentially, you need to find the right balance. Not enough RAM will slow things down, too much RAM might trigger excessive garbage collection and cause problems. The standard version should work fine with around 230 mods on a 6GB system without major issues. Vanilla optimization isn't ideal either. Consider using BetterFPS or Performant for better performance.
