You're seeing some stuttering at around 70fps without Vsync, but it improves significantly when you turn Vsync on. You're looking to keep Vsync off but still avoid stuttering, especially with your system specs (i5 4690K, 8GB RAM, GTX 970).

you might turn off VSync to prevent stuttering and artifacts, even though higher FPS isn't always ideal.

You're mostly stuck with tearing and stuttering, or you can enable VSync and reduce settings so you stay above 60. If VSync drops you below 60, it will fall to 30 automatically. Alternatively, you could purchase a GSync monitor.

My GTA V was crashing constantly and it made me uncomfortable. Even though I was achieving high frame rates around 80 FPS, I chose to disable Vsync and slightly boost the graphics settings to avoid losing performance.

When Vsync is active, dropping below 60fps causes a sharp reduction to the 30fps limit. If you're seeing 40-50fps instead, it may be due to other factors like frame rate fluctuations or display settings interfering with the cap.

V-sync usually causes slight stuttering and input delay, yet it prevents screen tearing. I haven’t experienced significant stutter in GTAV without it, but for some reason the tearing appears much worse than in most other games. It’s one of the few titles where I rely on V-sync, though I’m eager to try a VRR display.

Just to clarify, you're suggesting VSync limits your refresh rate to 60 but occasionally drops below it, leading to shuttering. Does the frame rate decrease at comparable points as well? If so, it might be because certain areas render more intensely, forcing a reduction, which requires adjusting your graphics settings. VSync is highly advised, though GSync and FreeSync are preferable if you can afford them. It stops your GPU from exceeding your monitor's capabilities, helping avoid screen tearing and shutters. Keep VSync active and fine-tune other settings like draw distance. Unless you've already optimized those, ensure your system has sufficient RAM—like at least 1.5GB or more—to prevent shutters even with high-end specs. Your hardware is quite similar to mine, so you likely experience around 60 FPS with VSync enabled.
