I’ve set the highest power levels already, and my friend with a GTX 970 keeps getting better frame rates even when using higher graphics in GTA.

Compare all configurations, not just presets. A 1060 with 6GB will beat a 970, but if your friend has a superior CPU it changes things. Focus on your own setup for optimal results. Turn off antialiasing and have fun!

RAM rates also influence GTA's operation. You might be experiencing reduced performance because your RAM is slower.
