Are those low settings a joke? He has a fast CPU and OP, it works well even with high or very high settings in your configuration.

If you don’t rely heavily on Skype, turn it off at startup via CCleaner since it can significantly slow down your system.

Typically requires around 3.2 or 3.8GB. It seems the game needs a 64-bit system as per its requirements.

You should be okay with the Med-High setting. There might be some improvements on Ultra too. It’s worth disabling AA and similar features to get better graphics. Yes, the game needs a 64-bit operating system.

That won't occur, I maintain roughly 70 frames per second on a top-tier setup with my signature. With low I setting was intended for standard play, as there aren't any low options in GTA.
