Consider exploring the NVENC encoder on your Nvidia graphics card. I’m not sure whether the 1650 Super has a Volta or Turing encoder; Turing is likely better, though it’s possible some 16xx series models use different encoders.

Yes, it's feasible. However, as @minibois mentioned, targeting the 1650 is strongly advised as a minimum. You'd also benefit from choosing the Ryzen 5 1600 AF—it's essentially a 2600 with an older memory controller and behaves similarly—though it costs about $5 more than the 9100f if you're in the US.
