He struggles with CIV but manages to play it smoothly on an early i7 with HD 2000 graphics. It seems a single-core processor wouldn't be enough.

It looks like Civ V has a demo on its Steam page. Check it out to see how it works. While turn-based 4X strategy games might not match the FPS of Twitch-style titles, you could consider playing older Civ versions. Civ IV likely performed better before the introduction of the Brave New World expansion.

Civ 5 demands significant CPU and RAM resources, especially with expansive worlds and advanced AI, requiring at least an Intel Core 2 Duo 1.8 GHz or AMD Athlon X2 64 2.0 GHz with 2GB of memory. Running it smoothly on a single-core system seems unlikely. As mentioned before, you can still test it in the Steam Demo.
