I'm not sure if you're trying to clarify something or need extra help. I understand the differences between encoding, decoding, and the resources needed. I've been re-encoding videos since middle school for my home library. The old RX580 shows how well H.265 encoding works. The problem is that a Rx6900XT should handle AV1 video without trouble, even on a Skylake System. The encoding was done by an AM4 desktop, which had plenty of time to work, but CPU encoding can be slower.
It won't get upgraded much longer. If the 580 still functioned, it would have stayed in service until the 7900xtx was launched. (AV1 encoding) However, the encoding block on the 580 would lock the system if you tried to request anything from it. That's why I ended up getting the 6900xt instead.
I seem to understand it now. Linux Mint functions properly when playing the same file, which suggests the Windows setup isn't correctly sending the data to the GPU hardware, relying instead on software solutions. Appreciate any insights if you know why this happens.
