On my old R7 2700X (8 cores, 16 threads), I rarely see over 20% total system load. Your 3600 should run faster due to higher instruction per cycle and sufficient cores for the software. Concerning your issue, @StDragon is correct—your setup resembles a V-sync or refresh sync problem. Previously, enabling V-sync in another game tied FPS to Windows refresh (like 170Hz/170fps). After a driver update reset set the default refresh to 60Hz, causing GPU and CPU to idle while still showing jittery 60fps. Return to Windows settings—right-click your desktop, go to Display settings, scroll to Advanced, then adjust the gaming screen’s refresh rate. What is the new refresh rate there?

The fix was discovered. The issue lay with the processor. Simply switching the CPU from a Ryzen 5 3600 to a Ryzen 9 5900x improved the frame rate from 40-60 to 140-160.
