Hi, I set up this PC a year ago with those specifications: CPU - AMD Ryzen 5 3600 3.6GHz, 35MB GPU - ASUS RTX 3070 Strix, motherboard - MSI Mag B550 Tomahawk, RAM - Corsair 32GB (2x16GB) DDR4 3000MHz CL16, power supply - EVGA GQ 850W. It’s running fine for most games without crashes or blue screens except for one game, "Rust." That’s the only issue I’ve noticed so far—it’s just not hitting over 60 FPS no matter what I adjust. I’ve tried everything: reinstalling drivers, lowering settings, copying configurations from friends, etc. My monitor is 1080P (1920x1080), which should support smooth performance, but I expect around 150 FPS on full settings. When looking for fixes, I found my CPU is only at 30% load and the GPU at 35%, which seems unusual. Anyone else experiencing similar problems or have any tips?

It seems you're using V-SYNC and the game demands a lot of processing power. Make sure your CPU isn't constantly running at full capacity during gameplay, as that could be the main issue.

It's true, the game runs poorly, but people with better GPUs like an RTX 2060 and GTX 1080 manage 100 frames per second.

Hello, V-sync is disabled and the overlay in the game displays the CPU is only running at 30%.

Which processor are we talking about? The performance can remain modest, yet CPU constraints may still apply. For games that rely mainly on single threads, they won’t fully utilize your CPU’s capabilities. Aim for maximum single-thread activity.

It runs perfectly at 60 FPS, or it fluctuates between 50 and 70. If it stays steady at 60, it’s likely a sync issue. The person explained it by saying they enabled g-sync in fullscreen mode, which conflicts with windowed games, and adjusted their refresh rate on the NVIDIA control panel to 60Hz—other games handled it fine.

No, I'm saying that the information that you have provided is not sufficient to rule it out. There remain other possibilities. See @StDragon 's post. This could still be a sync issue too.
