I've been using GTA V for a while now and I've seen many FPS spikes and drops. It seems my system is only utilizing one of my two cores, based on the core temperature readings. My specs are: CPU - Intel i53210M @ 2.50 GHz, GPU - Intel 4000 with 8GB DDR3 at 1600 MHz. I've tried adjusting the priority and affinity settings, but any advice would be greatly appreciated.

The performance depends on how the game engine handles threads. If it doesn’t use multiple threads, it can only utilize one processing unit. Even when tasks run across threads, many older engines keep most logic in a single thread and miss out on parallel processing. It’s also conceivable that GTA V is designed to share CPU resources with the operating system, restricting its ability to run efficiently on fewer cores.

welp and also that one core hardly ever reaches 50% on utilisation, but the game still has frame drops and stutters, and also the textures of the game get bugged when I go at high speeds or go in new locations. and please tell me of there is any way to force the game to use that second core
