I verified everything else—MSAA, VSync, advanced options are off—and I’m running about 45 FPS at 1080p. No clue why Wiplive is causing the issue; that’s odd.

Adjust all parameters to maximum, except reflection quality and post effects, which should be very high. Modify shadows to a softer look and increase anisotropic filtering to 16x.

Sure, I've seen similar issues on CS GO. You might want to adjust your zoom settings or try a different view mode to get clearer borders.

I receive about 42 frames per second on average. The test showed consistent performance, though there were moments when the frame rate dropped below 20 for a few minutes.

Damn. Removing "Documents/Rockstar Games/GTA V" would affect that section. (I've experienced FPS problems, but it worked for me.) Retain the "Profiles" folder if you're concerned about your save files.
