Based on my own use, GTA V performs much better on my PC. It handles higher FPS than GTA IV, even when running at maximum settings and the game is set to the lowest options.
GTA V shines in graphics, open world design, gameplay mechanics, and car handling. GTA IV excels in storytelling, character growth, mission quality, and overall immersion, offering meaningful choices that truly matter—unlike GTA V, where the only decision is whether to playable or not at the end, which feels disappointing.

Most of the time the FPS counter in GTA IV appears higher than in GTA V when both are set to maximum with no MSAA. However, there are areas where GTA IV's frame rate drops significantly—sometimes to just 40fps—which is due to poor optimization. In GTA V, frame drops become more apparent especially in scenes with a lot of grass in the city environment, where performance remains smoother.
GTA IV is a flawed experience with poor control, a weak main character, endless repetitive tasks, and the sole redeeming moment comes when Roman gets hit. GTA V stands out as a classic, offering an outstanding port for PC, a richer narrative, more engaging characters, smoother gameplay, and superior performance.
