He can likely play Forza on the new gaming laptop using his Xbox account, but multiplayer might not work without Xbox Live unless it's enabled through the account settings.

Be aware that if someone purchased the physical copy of Forza Horizon 3 for Xbox One, they must repurchase it on PC. The digital edition allows cross-buying between PC and console.

He must have a digital version of the game. A physical copy won’t work for playing on PC. Accessing multiplayer online doesn’t require payment.
