the software is very recent and i have a powerful system with 8 gigs ram and a quad-core processor running at 2.8 ghz. i think the issue might be outdated drivers, maybe there are newer ones that support fo4. also, the launcher isn't recognizing the graphics card. i need someone familiar with this card to find compatible drivers.
Uncertain if your problem is connected, my solution involved removing the graphics card through Device Manager. This prevented the driver from being recognized, so in the same window, search for hardware/devices and reinstall an older driver version. The driver was released on August 13, 2015.
