I also appreciate the story and the world design in NV versus FO3. Many hardcore players for FO1 and 2 say NV stays closer to the original vision. One drawback is its fairly straightforward start; it takes around ten hours to unlock fully. Both games have extensive mod support that can tailor the experience to your preferences.
I'm tough on this one. I'll mention Fallout 3 since a bad desert ruins everything, apocalypse or not. Fallout NVR could have happened today and the world would still be pretty much the same. Still, Fallout 3 is Fallout. That said, FO:NV is a solid game and I suggest trying both.
