You're experiencing performance issues where your CPU appears to be limiting your GPU performance. It sounds like the bottleneck is more pronounced during intense gameplay moments. Adjusting particle effects might help stabilize frame rates, especially in combat scenarios. The older system you mentioned ran much smoother, suggesting that reducing graphical effects could make a noticeable difference.

Do you have the 8350 system available? Include the 970 in that = profit.

Actually, I didn't own it. It was sold to someone about a year ago.

It might slow things down a bit, but it shouldn't be too bad.

Remarkably beyond anything we can comprehend, not even within this universe or the next.

In the Nvidia control panel, within 3D settings, you’ll find this option listed under "Manage 3D settings." If it isn’t set to "prefer maximum performance," adjust it accordingly. This issue affected my 780 for a while.

Initially I assumed it could be an issue with me, but the settings already favored maximum performance.

PhysX required an update, but Nvidia hadn't provided a driver fix for the Last Light bug.

The game relies a lot on CPU performance, so you won’t have much control. It’s best to lower individual settings and check if that reduces the strain on your processor. Good luck!
