I started the PS2 today for the first time recently and saw those two options turned off. I prefer that setting. Do you know how to restore them? (My graphics card is a GTX 780, so it shouldn’t be a hardware issue.)

It seems you're referring to limitations on modifying settings during gameplay versus adjusting them through the character options.

Yes, you're likely correct—it's probably a PhysX-based game. With your 700 series card, it should work.

If OP hadn't referenced a previous card in your build specs, it would have been clearer. I was just focused on the AMD card mention. Seriously, bringing up a past card in your current setup doesn’t really add value. Hopefully you’ll do well and get PhysX running smoothly.

And yes, the fact that I mentioned my previous GPU is my first high-end card is something I was proud of. It also shows people I’ve worked with both sides and have experience using them. No bias at all.

Both features are currently turned off until the issues are resolved. The GPU Particle Quality uses PhysX, which has been problematic for a while. Motion Blur can be activated by setting Overall Quality to Ultra, though that setting is restricted. PhysX remains inactive due to these ongoing problems.
