It was some time ago when the game was launched. To confirm your game files, simply right-click on the game in your Steam library—there should be an option listed. I haven’t checked this recently, and I’m unable to access my PC for verification. Apologies for any inconvenience.
You've already checked the files and they're valid. The frame rate remains around 24–28fps even with low graphics settings. Consider using an SSD instead of an HD drive for better performance.
Back then I relied on a hard drive; after the internet stabilized, I’ll download the game and see what’s available. It might have been an update that made the game less optimized for bigger player groups.

This doesn't seem accurate, but it's important to assess the overall size of your park by looking at total objects rather than just players. The player simulation is the most demanding part from a CPU perspective, yet every object with player interaction or display requirements contributes to CPU load. Also, this game stands out among others for its genuine use of multithreading in the engine, which is impressive! (I remain unbiased.) Therefore, utilizing more cores improves performance, and I’d like to review per-core usage to confirm the PC gets prioritized for its CPU tasks.
I know this is an old thread, but I did find something that might help as I tried it and it doubled my FPS in the game....try disabling Hyper-Threading on your CPU. I run a monster system (i9-9960X overclocked to 4 GHz, all cores, 128 GB RAM 3200 Mhz, 2 x RTX 2080Ti at stock speed) and I still only got about 22 FPS running at 3440x1440. Like you, changing the graphics settings to low did nothing. Adjusting the resolution did nothing. Still 22 FPS. Once I disabled Hyper-Threading, it bounced back up to 45-50 FPS. I believe my park has about 2.5K guests. I forgot to change the priority as moleCuleFFF suggested, so that may yield better results than what I am already seeing. Hopefully this helps if you are still interested in boosting the game's FPS a bit.
