The cooler will perform well as long as he isn't pushing it too hard. If he is, the NH-D15 seems like a solid option. The RAM comes in RGB for a small price, mainly because it's reasonably priced and offers low latency at 3600MHz. It could be upgraded to 3200MHz if desired. The motherboard is costly, but it's a premium build with excellent VRMs—still, a more affordable model would be better if he isn't overclocking. You're correct about the SSD; something like a WD Blue or 970Evo would be a much better pick.

In Canada, options are limited—this isn't about power rating. I searched for PSUs with solid protection and build quality, and found the most budget-friendly one there. A few slightly cheaper alternatives exist, but I think spending a bit more for this one is justified.

I understand your point, though tech folks often face a negative image as being too exclusive and intimidating to newcomers. He seems to be demonstrating greater interest in learning through this platform rather than simply purchasing equipment.
