Pirated windows 7 to 10

Hey everyone, so my cousin is advising against buying Windows 10 because he might have downloaded Windows 7 illegally and got a free upgrade to Windows 10. Has anyone experienced this before? Is it real? If so, I’d definitely save some money. A valid Windows 10 key would cost around 120 USD or 189 NZD, which is quite expensive for me.
