It occurs only once because of specific conditions or settings. In OSX it doesn’t happen due to different system configurations or restrictions.

The initial uncertainty is unclear. It seems likely a program is scanning for updates. That’s why it doesn’t occur in OSX. There could be different software involved.

Verify the files saved during gameplay, as they often begin downloading automatically without any apparent reason when playing Dota.

I only use Steam, Origin, and Chrome. No other downloads.

Well... then I can't be any more of help. If it works the same on both OS, there might be problems with the provider or your home LAN. But since it's only running Windows, it could be software updating or downloading in the background. Keep in mind this covers AV and Windows too.
