You're aiming for a future-proof setup without breaking the bank, focusing on compact design and recycling your old GTX 1060. Your needs include a small form factor, efficient power delivery, and flexibility for upgrades. The Corsair 2000d Airflow fits the space requirement with its 27x20 cm footprint, making it ideal for an ITX build. For motherboard options, Intel offers solid choices like the Ethernet model, which supports Linux and can run Wi-Fi or Bluetooth. A B650E platform would provide good VRMs and future upgrade potential, though you might want to avoid PCIe 5.0 if budget is tight. If you're open to Intel, it could be a cost-effective path. Your idea of upgrading to a Ryzen 8700G with a B650E seems promising but may require balancing price and performance. Consider skipping PCIe 5.0 unless you really need the latest features. Overall, your approach is reasonable—just double-check specs and budget early.

You reside in the United States. There are five B650 AM5 boards currently listed for sale. The ASRock B650E PG-ITX WIFI is the only one I recommend avoiding because it bypasses the USB BIOS flashback rule. Choosing a board isn’t complicated with such limited choices.

That memory refers to a past experience or recollection. The other motherboards seem reliable, and Intel offers a variety of choices.
