On my previous laptop I had a genuine Photoshop CS4 install. When I moved to a new desktop, I thought I could run Photoshop from the external drive, but it failed. The error message says the required module isn’t present: "C:\ProgramFiles\Adobe\Adobe Version cue CS4\ 4.0.0\ VersionCue.dll". Since the old hard drive is no longer used and I don’t have a license key, the issue persists.

Make sure the old hard drive is off before proceeding. (NM didn’t fully understand.) Yes, you can switch the path to the new drive letter during installation.
