From a quick look, the issue relates to Windows Update. That’s the initial step to take.

I suspect Windows 20H2 could be the issue, while your other machine with Windows 1903 functions properly.

Windows updates and the Windows Store appear to function properly. There are no issues with updating Windows or installing apps from the Store.
