I’d power down pbo until you obtain a solid cooler, since the current one isn’t sufficient.
With pre-applied paste, it's very likely he had a sticker; otherwise, it probably didn't come with paste at all. It might just mean he got a free cooler with the CPU, or maybe Prime 95 was too intense—hard to tell, but the chances of a sticker being there are slim.
I switched it off and the temperature is now under 80°C. For a budget option, you might consider a good stock cooler that fits your needs. I’ve already shared a previous post about a suitable cooler for this CPU—feel free to check it again later.
