I possess a budget laptop featuring an i3 m 370 with 2.40Ghz and 6GB RAM. It runs the Radeon HD 4500, which I used to play CS GO at 720p at low settings, achieving around 45 FPS. When I lowered the resolution to 800x480p for smoother performance, my frame rate improved to a steady 70+ FPS. Recently, I began assembling a PC this summer and connected a monitor, which unfortunately reduced my FPS even further. Although the issue occurred before, it disappeared after a restart. This has led me to suspect a CPU problem, though it seems unusual given the lower resolution. Ideas?

You can look up your temperatures on the laptop's built-in display or through its software interface.

You can obtain HWmonitor, CPU-Z, and the intel Xtreme tuning tool. These utilities provide useful visualizations to help identify thermal throttling.

Sure, I'm ready to try it out. What would you like me to do?
