Performance remains high even when not in use.
I just upgraded my CPU to the Ryzen 5 3600 and motherboard to the B450 Aorus M. I attached my old CPU cooler, the Be Quiet Pure Rock Slim. But when I powered everything on, the CPU kept increasing fan speed and stayed between 43 and 70 degrees Celsius. I updated the BIOS, installed all the motherboard drivers, and the latest AMD drivers, but it didn’t help. Here’s a screenshot of my system info when idle. If anyone has advice, please share. Thanks 
It's a brand new thermal paste. After running Prime95 across all 12 cores, temperatures are reaching about 72 degrees at the highest.
Executing AID64 at 4000MHZ reaches a peak temperature of 90°C.
It looks like the device is quite warm. Consider reapplying thermal paste and reattaching the cooler.
