Many factors can influence performance, but without details about your setup or components, my initial thought is throttling. Have you checked if the fans are actually running even though RPM isn't showing? It's tough to say for sure without knowing your system specs, but a high 87°C suggests something might be wrong with the cooling.

The temperature is nearing the maximum safe range for the GPU, and your cooling system isn't activating. Could you share the case model, CPU details, GPU specifics, and the games you're playing?

Never encountered a GPU that adjusts its fans according to workload, fan speed changes with temperature.

Just because the CPU reports 40% utilization doesn't guarantee it's not the slowest part. I rarely find my CPU at full capacity even when it's the limiting factor, since most applications focus the workload on one thread, making that thread the bottleneck. I'd check CPU usage per thread to identify if any thread is consistently at 100%.
