Have you considered testing your CPU under stress and observing its speed? The lack of memory utilization in dual-channel mode might also play a role.

It seems the processor is limited by a low voltage and a very slow clock speed, which I think is quite surprising given the temperature. Your memory might only support single-channel operation, so you're likely missing out on performance. This could be due to temperature, power issues, BIOS settings, or driver problems.
